These Conditions of Use apply to Videotron customers who subscribe to the Videotron Wi-Fi Calling Service (the “Service”). These Conditions of Use are in addition to and complement the terms and conditions of your residential services contract.
The Service allows use of your mobile device for voice calls and sending and receiving of text messages on the Wi-Fi network through Voice over Internet Protocol technology.
By using the Service, you acknowledge that you have reviewed these Conditions of Use, including the limitations of the Service regarding the 9-1-1 emergency service, and you accept to be bound by these Conditions of Use.
Here are the conditions required to be able to use the Service:
- Your equipment (mobile device and SIM card) must be compatible;
- You must have access to a wired Wi-Fi network at the place where you are situated;
- You must have one of the Videotron packages offering this option, compatible equipment (including your mobile device and your SIM card) and a high-speed broadband connection;
- You must accept the update of the software and enable the Service in the telephone; and
- You must comply with any other technical requirement that may be required from time to time for the use of the Service.
Each use of the Service will be recorded and charged for according to the usual rules applicable to your mobile package in force.
However, the billing rules vary according to the place where you are situated.
In Canada, the following billing rules apply:
- Any use of voice calls and text messages (including inbound voice calls and text messages) using the Service will be counted in your voice call minutes and the text message allocation of your current package. If you have a plan limited to the Quebec territory, long-distance charges will apply if you make a call outside Quebec.
- Any use of data by means of the Service constitutes internet use and will be charged by your Internet Service Provider. No data use will be applied to your mobile package.
Outside Canada, the following billing rules apply:
- For calls to Canada, regardless of where you are situated: no charge will be applied.
For example: You are in France and you call Canada.
- For calls made between two different countries (other than Canada): regular long-distance charges will apply.
For example: You are in France and you call Spain.- Visit the Videotron website to find out the long-distance charges applicable in the country where you are situated.

- For calls made within the foreign country where you are situated, if this is part of the Daily Traveller Pass zone: no charge will be billable.
For example: You are in France and you call France.- Visit the Videotron website to check the list of countries covered by the Daily Traveller Pass.
- Visit the Videotron website to check the list of countries covered by the Daily Traveller Pass.
- For calls made within the country where you are situated, if it is not part of the Daily Traveller Pass zone: regular long-distance charges will apply.
For example: You are in Iran and you call Iran.- Visit the Videotron website to find out the long-distance charges applicable in the country where you are situated.
- Visit the Videotron website to obtain the list of countries eligible for the Daily Traveller Pass.
- Moreover, when you send or receive text messages or multimedia files using Wi-Fi and you are outside Canada (regardless of the country), no charge will be applied.
The Service includes specificities and special limitations in relation to the use of 9-1-1 emergency calls. For these reasons, you must always try to make 9-1-1 emergency calls through a mobile network, if it is available at the place where you are situated.
Limitations of the Service concerning 9-1-1 emergency calls. Due to the nature of the Voice over IP (internet protocol) technology used by the Service, 9-1-1 emergency calls made using the Service involve limitations compared to the calls made on a mobile network. These limitations are described in the following provisions.
It is important that you read these limitations carefully and that you inform any person who uses your mobile device of the existence of these limitations concerning 9-1-1 emergency calls.
- Limitations of 9-1-1 emergency services when the mobile network is unavailable. If access to the mobile network is unavailable, it is possible to make an emergency call by means of the Wi-Fi Calling Service. However, important limitations exist: your emergency call and the information on your location are not transmitted automatically to the nearest emergency centre. The 9-1-1 emergency call is routed to a telephone operator of an independent service provider. You must be ready to provide your location orally to the telephone operator, who will then route the emergency call to the appropriate emergency response centre, depending on the location you indicate. If it is impossible for you to speak, do not hang up. The information on your location, which you can verify and update in your device’s settings, will be transmitted to the telephone operator, who will then route the emergency call according to the address indicated.
- It is extremely important to ensure that the information appearing in your device’s settings remains complete and up to date at all times.
- Unavailability of 9-1-1 emergency services. The Videotron services, including the 9-1-1 emergency call service, will not work during network outages, including during upgrades of devices or software. Moreover, you may not use the Service to reach the 9-1-1-emergency service in the following situations:
- During power failures if there is no backup power supply in the equipment providing Wi-Fi access or if such a power supply is depleted;
- If the equipment providing Wi-Fi access that you use has been altered or damaged; and
- If the available capacity of the equipment providing Wi-Fi access or internet connection is insufficient.
- 9-1-1 emergency calls made from outside Canada. Emergency calls are not available with the Service outside Canada. A telephone operator could receive the call, but would not be able to transfer it to the appropriate emergency response centre.
- Text to 9-1-1 via the Service. The Service does not allow use of the T-911 service. This service is available only through the mobile network. Moreover, to use the T-911 service, you must be registered with Videotron.
- Multiple devices configured for the Wi-Fi Calling Service. If multiple devices configured for the Service use the same mobile number and your 9-1-1 emergency call made through the Service is cut off, you will not be able to answer a callback from the telephone operator or the emergency centre if this call is taken first by one of the other devices.
- Transition from the Service to the mobile service. If you exit the Wi-Fi zone in which you started an emergency call by means of the Service, your call will be interrupted, even if there is mobile network coverage. If such is the case, you must restart your call, this time using the mobile network.
- If the device offers you the possibility to route the call to 9-1-1 on the cellular network or on the Wi-Fi network, we encourage you to use the cellular network.
For the Service to work correctly, including the 9-1-1 service, you must ensure at all times that you:
- Provide the power supply for the equipment necessary for the operation of the Service;
- Adequately maintain the equipment allowing Wi-Fi access, particularly by replacing the battery, as applicable, and communicating with your Internet Service Provider to obtain technical support, as needed;
- Ensure you have adequate Wi-Fi capacity and a sufficient internet connection; and
- Notify all the persons using the Service of the details of the Service, and particularly the limitations associated with the 9-1-1 emergency service.
- Security: Use of the Service depends on the use of a Wi-Fi network. It may happen that such Wi-Fi networks, particularly the public networks, do not offer sufficient security protection measures. In using the Service, you must ensure that your device is secure. Videotron will assume no responsibility for any intrusion or interception of your data resulting from the use of the Services.
- The Service does handle voice calls and text messages to the following services: 211, 311, 511, 711 (although, at the present time, it can handle voice calls and text messages to 411 and 611), 0+ or calls with operator assistance (including, without limitation, calls charged to a third number), special numbers (including those with prefix * or #) or abridged codes, free or pay-per-use services charged per call or text message). Some toll-free numbers may not be supported and others may work only when they are dialled from certain cities or regions.
- Wi-Fi calls made on shared connections are unavailable.
- The Service is not available if you are in a location that does not use a wired connection to send the Wi-Fi signal. For example, you will not be able to use the Service if you are on a means of transportation (boat, train, bus, airplane, etc.).
We cannot guarantee that the Service will never be temporarily interrupted, inaccessible, slowed down, unstable or limited.
Here are the main situations that could affect the Service’s operation, including access to the 9-1-1 emergency service:
- In the event of a power failure, if there is no backup power supply in the equipment providing Wi-Fi access or if such a backup power supply is depleted;
- If the equipment providing Wi-Fi access is non-functional;
- If the available capacity of the equipment providing Wi-Fi access or the internet connection is insufficient;
- In the event of an outage or an interruption of our network, including, in particular, during an update of our network, our equipment or our software;
- If you use the Service in breach of any of your obligations set out in these Conditions of Use or in the residential service contract.
Videotron is not responsible for any connection issue or any delay, deficiency or interruption of the Service you might experience in using the Service.
Videotron does not assume any liability towards anyone for any damages, including, without limitation, indirect, special and punitive damages and losses of revenue or earnings resulting directly or indirectly from your use of the Service, including the impossibility to access the 9-1-1 service due to the limitations described in these Conditions of Use.
These Conditions of Use are governed by the laws of the Province of Quebec. These Conditions of Use shall ensure to the benefit of and be binding upon their respective heirs, legal representatives, personal representatives, affiliates, successors and authorized assigns. If a provision of these Conditions of Use is declared invalid or unenforceable for any reason whatsoever, the invalidity or unenforceability of said provision shall have no effect on the other provisions of these Conditions of Use, which shall remain in full force and effect to the fullest extent permitted by law.
